A traditional Japanese wind chime, fuurin, in the shape of a traditional Japanese pavilion (or maybe a stone lantern), with a temple bell hanging below. These chimes are traditionally used during summer - their sound is supposed to bring refreshment during hot and humid season.

It is a nanbu ironware, a traditional cast iron item from Iwate prefecture.
The top part is a decoration; it's the bell attached below that makes the sound. Despite its small size, it produces distinctive, clear notes.
Each side of the pavilion depicts a different flower or bird.
The original paper strip, propelling the chime, is included. It is slightly old, with creases and stains. It reads "Seiko clocks". It can be easily substituted.
The bell and the pavilion are in slightly different shades of green.

All the parts are detachable and can be used separately.
